Erasmus+ Capacity Building in Higher Education

The Università Cattolica del Sacro Cuore (UCSC) participates as a partner in the international project “Transition to University Autonomy in Kazakhstan” (TRUNAK) within the framework of the Erasmus+ Capacity Building in Higher Education (Structural measures project 586205-EPP-1-2017-1-KZ-EPPKA2-CBHE-SP). Coordinator of the project for the UCSC is Prof. Stefania Boccia, with active participation of Dr. Stefania Bruno, Dr. Elena Azzolini and Dr. Vladimir Vukovic. The project coordinator is the Karaganda State Medical University (KSMU), Karaganda, Kazakhstan.

This project seeks to pursue the objectives of enhancing the management, governance and innovation capacities, as well as the internationalization of participating higher education institutions. The project also intends to enhance the capacities of national authorities to modernize their higher education systems by supporting the definition, implementation and monitoring of reform policies. The overarching aim of the project is to transform the Kazakh universities from ministerial control towards decentralized governance by  developing a model of decentralization and support of the structural changes in higher education by transfer of experiences from EU-partner countries. The following activities are planned to serve this purpose: conducting needs analysis, developing a model of university autonomy, defining the desired degree of autonomy, implementing the model in the Partner Country's universities, developing guiding material on university autonomy, forming a consulting group around the results and disseminating them to other Kazakh universities. The UCSC participates as a partner in all Work Packages. The project started on the 15th of October 2017 and will end on the 14th of October 2020 (duration of 36 months).

The project will benefit the target groups and stakeholders through helping them to find a way of decentralizing university governance, using the knowledge gained by performing the project activities. The activities are designed to, by means of interaction with EU experts, allow the transfer of knowledge, and obtain insight and perspective in university autonomy, with help of the expertise and experiences from the experts on EU systems. At European level, the project will contribute to the dissemination of European models of governance of Higher Education Institutions, complementing the Bologna Process in Kazakhstan.

From 13th to 17th November 2017 the Karaganda State Medical University hosted the kick-off meeting in Karaganda, Kazakhstan, during which all project partners met and discussed several issues of relevance to the project. On the second day of the kick-off meeting Dr. Azzolini and Dr. Vukovic presented the Università Cattolica del Sacro Cuore (History; Facts & Figures: students, staff, researchers, study programs, graduates, ; Governance and Organization; Financial management; Academic Management, existing rules/regulations about educational programs and research; Faculty recruitment and admission of students, existing rules; International research projects) to other partners and further discussed the role and contribution of the UCSC to the project and also the expectations from the TRUNAK project.

 Participation of the UCSC as an EU-partner in this project will enable to share the knowledge and experience about the Italian perspective of University autonomy and further support the changes in higher education in Kazakhstan.
